Closed city

With Atelier X we like to start a debate over the future of a small city like Tienen in Belgium. How can we change our city and our mindset to open it. More accessible green, better public squares, more interaction between neighbors … Will / can this lead in a small city towards a higher quality of living in city ? If yes, what can be done to accomplish this ?
